Concern about Four Winds Estates tops County Planning Commission meeting

NEW TAZEWELL - Questions were raised about the status of Four Winds Estates at the July Claiborne County Regional Planning Commission meeting. Charlie Goldsmith, Stable Manager at Four Winds, was present to answer commissioners’ questions and to explain Four Winds’ future plans.

Commissioners were concerned that the Four Winds property was currently being sold in lots. At one time the owners had advertised on a website and with signs stating the property would be sold in individual lots. Commissioners were concerned because this sale had not been approved.

Goldsmith addressed the issue telling commissioners information on the website and all signs had been taken down. He added there was currently a for sale sign up for the farm as a whole. He said it would be sold just as it was purchased not in divided lots, but he did questioned about selling the farm in separate tracts. Commissioners noted one of the tracts was land-locked and therefore could not be sold without an access road. If there is an access road to both tracts then they could be sold separately.

In other business the commission approved a request to release the road bond on the Mark Vingl property. Commission Chairman, Seth Butner, said the road has been completed and has been inspected by Road Superintendent, Mike Sharpe.

Representatives from Rock Harbor were present at the meeting to ask the commission to reduce their Letter of Credit. They asked for a reduction to $443,000, but the commission settled on $500,000. The Letter of Credit was also renewed until July of 2009.

The representatives said pavement work is currently underway and they expect to have the final basecoat applied in less than two weeks. They plan to have the finished topcoat done within a year, hopefully by October.

Community Planner Jan Newsome presented the Annual Report and commissioners reviewed it with brief discussion.

In other discussion Commissioner Lee Brame noted the Chamber of Commerce wants to make Highway 25 E a part of the Scenic Highway Program. He suggested having a joint planning workshop with the chamber and the Industrial Planning Committee to discuss land use in regards to the program.
