Cumberland Gap BMA discuss Halloween plans

CUMBERLAND GAP—The Cumberland Gap Board of Mayor and Aldermen met for their regular meeting and finalized plans for Halloween. The town will be displaying their annual carved pumpkins October 29 through 31.

The pumpkins, carved mostly by area students, will fill the downtown park and be lit up each night for everyone to enjoy. The town will also be having their Halloween cookout on October 31 from 5:00 p.m. to 9:00 p.m.

In old business the board approved three ordinances on second reading. The first concerned an amendment to the 2007-2008 Budget to increase sewer fund expenditures. The second was also an amendment to the 2007-2008 Budget. The third ordinance was to amend the town’s beer ordinance. City recorder Linda Moyers announced some changes had been made since the first reading.

Alderman George Davis, supported by Alderman John Ravnum, said he did not feel ordinances should be changed between the first and second reading. He said he did not oppose the change, just the timing of the change. Davis made a motion to pass the ordinance as it was written for the first reading. The motion was seconded and passed on a roll call vote 4-2.

In new business the board voted to choose an engineer for a waterline rehabilitation project the town is planning. As a part of the grant application process an engineer must be chosen. According to City Recorder Linda Moyers, no payment to the engineer is necessary if the grant is not received. Alderman Bill McGaffee made a motion to select Vaughn & Melton Consulting Engineers, Inc. the motion was seconded and approved.

Also in new business the board voted to adopt a resolution requiring an identity theft program for all those using city utilities. The program is a requirement by the state of Tennessee. The resolution was approved on a roll call vote.

After adjourning the regular BMA meeting the Cumberland Gap Beer Board meeting was called to order. There was only one agenda item. The Cumberland Gap police chief reported that he and a Claiborne County Sheriff’s Department officer attempted to gain entry to the UNC club on Saturday night due to a noise violation. He said the owner would not allow them inside.

City Attorney Robert Estep said the club would need to be cited to city court because according to the beer ordinance of Cumberland Gap officers are to be allowed into the establishment. He continued to say if the owner denies the officers entrance the officers must acquire a search warrant to gain entry if they feel there is illegal activity going on.
