Claiborne grand jury returns indictments

The Claiborne County Grand Jury returned several true bills during its latest session, including one for Bobby Lovin, 35, indicted on two counts of rape of a child under the age of 13 years. The incidents allegedly occurred from Sept. 1 through Sept. 30 of this year.

A true bill was returned on Michael Scott Brogan, 34, indicted on one count each of vehicular assault, driving under the influence, simple possession of marijuana and failure to exercise due care during incidents allegedly occurring on May 22.

A second true bill was returned on Brogan on one count each of possession of methamphetamine with the intent to sell during an event allegedly occurring on April 1. Brogan was also indicted on a third true bill for one count of simple possession of methamphetamine and possession of drug paraphernalia during an event allegedly occurring on Feb. 18.

Andrew Morris, 27, was indicted on one count of domestic assault allegedly occurring on April 30.

The grand jury indicted Marissa Tucker, 21, on one count of contributing to the delinquency of a minor during an event allegedly occurring on Sept. 9.

Winston Delano Terry, 73, was indicted on two counts each of transportation and possession of untaxed whisky and the sale of an untaxed alcoholic beverage during incidents allegedly occurring on July 1 and July 15.

A true bill was returned on Keith Manis, 50, on one count each driving under the influence (third offense) and driving on a suspended license during an event allegedly occurring on July 15. Manis was previously convicted of driving under the influence on May 16, 2013 and Aug. 24, 2006.

Benjamin Evans, 26, was indicted on one count of driving under the influence during an event allegedly occurring on April 2.

The grand jury indicted Tonya Miracle, 40, on one count of driving under the influence during an event allegedly occurring on May 27.

Reece Anthony Brooks, 49, was indicted on one count of possession of methamphetamine during an incident allegedly occurring on Aug. 26.

A true bill was returned on Frank Irvin, 51, on one count of theft over $10,000 during incidents allegedly occurring from Jan. 30, 2016 to July 15, 2017.

John Seiber, 45, was indicted on one count of theft over $1,000 during an incident allegedly occurring on Feb. 6.

An indictment does not indicate guilt. It does indicate that the grand jury found enough evidence to warrant sending the case to trial.
